These Measures shall apply to the fixed assets investment projects constructed within the territory of China under the administration of the competent investment departments of the people's governments at all levels.
The energy conservation review approach states that:
Government investment projects: before submitting the project feasibility study report, the construction unit needs to obtain the energy-saving review opinions issued by the energy-saving review authority.
Enterprise investment project: the construction unit shall obtain the energy-saving review opinions issued by the energy-saving review authority before starting construction.
For projects that have not been reviewed for energy conservation in accordance with the provisions of these Measures, or that have not passed the energy conservation review, the construction unit shall not start construction, and the completed projects shall not be put into production or use.
Among them, the annual comprehensive energy consumption 10000For fixed asset investment projects with a tonnage of standard coal or more, the provincial energy-saving examination organ shall be responsible for the energy-saving examination.
