All provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, Xinjiang Production and Construction Corps Development and Reform Commission, Jiangsu Provincial Department of Industry and Information Technology, Shanxi Provincial Energy Bureau:
In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, earnestly implement the decision-making and deployment of the Party Central Committee and the State Council, according to the "14th Five-Year Plan" Comprehensive Work Plan for Energy Conservation and Emission Reduction (Guo Fa [2021] No. 33) and "Promoting Large-scale Equipment Renewal and Consumer Goods Trade-in Action Plan" (Guo Fa [2024] No. 7), implement energy conservation regulations and policy standards, and carry out energy efficiency diagnosis of key energy consumption units, support special actions for energy conservation and carbon reduction in sub-sectors, and promote energy conservation and carbon reduction transformation and energy-using equipment renewal. The relevant matters are hereby notified as follows.
1. main objectives
By the end of 2024, all regions will establish energy-saving management files for key energy-consuming units with an annual comprehensive energy consumption of 10000 tons of standard coal and above, complete energy-saving supervision of more than 60% of key energy-consuming units, find out the energy efficiency level of key energy-consuming units and their main energy-consuming equipment, and update the reserve list of energy-saving and carbon-reducing renovation and energy-consuming equipment renewal projects on a rolling basis.
By the end of 2025, all regions will establish energy-saving management files for key energy-consuming units with an annual comprehensive energy consumption of 5000 tons of standard coal and above, so as to achieve full coverage of energy-saving supervision for key energy-consuming units, further improve the management level of energy-saving and carbon-reducing management for key energy-consuming units, and continuously improve the reserve list of energy-saving and carbon-reducing renovation and energy-consuming equipment renewal projects.
2. key tasks
(I) the establishment of energy-saving management files for key energy-consuming units.Update the list of key energy-using units in the fields of industry, construction, transportation and public institutions. Sort out information on energy consumption, energy consumption structure, green electricity and green license transactions, major products and production lines, major energy-using equipment, energy management measures, energy-saving transformation plans, energy management personnel, etc., and establish energy-saving management files for key energy-using units in accordance with uniform coding rules. Guide key energy-using units to set up energy management posts and employ energy management personnel in accordance with regulations to improve the management level of energy conservation and carbon reduction.
(II) the level of energy efficiency in key areas and industries.Compulsory national standards for energy consumption quotas and standards and policy requirements such as Benchmark Level and Benchmark Level of Energy Efficiency in Key Industrial Areas (2023 Edition), Benchmark Level and Benchmark Level in Key Areas of Clean and Efficient Utilization of Coal (2022 Edition), Energy Efficiency Design Standard for Public Buildings, Energy Consumption Quota Standard for Public Institutions, etc., to map out key areas such as industry, construction, transportation and public institutions in the region, and the energy efficiency level of key industries such as iron and steel, nonferrous metals, building materials, petrochemical, chemical industry, data center, etc., to find weak links and outstanding problems in energy utilization.
(III) the energy efficiency level of the main energy-using equipment.Compulsory national standards for energy efficiency of standard products and equipment and "Advanced Level of Energy Efficiency, Energy Saving Level and Access Level of Key Energy-using Products and Equipment (2024 Edition)", find out the operation management and energy efficiency level of major energy-using equipment such as boilers, motors, transformers, fans, pumps, air compressors and heat exchangers in key energy-using units, and sort out the application potential of high-efficiency energy-saving equipment and advanced energy-saving technologies.
(IV) the formation of energy-saving and carbon-reducing transformation and energy-using equipment renewal project reserves.According to the energy-saving management files of key energy-using units, and in combination with the energy efficiency level of key industries and major energy-using equipment, a list of energy-saving and carbon-reducing renovation and energy-using equipment renovation projects is established and updated on a rolling basis, so as to form a renovation plan and clarify the renovation time limit.
3. Implementation Mode
(I) strictly implement the reporting system for the energy utilization status of key energy-using units.In accordance with the relevant provisions of the Measures for the Administration of Energy Conservation of Key Energy-consuming Units (Order No. 15 of 2018 of the National Development and Reform Commission), supervise and guide key energy-consuming units to prepare and submit energy utilization status reports in a timely manner, and report on the energy utilization status of key energy-consuming units Review and submit the review results level by level.
(II) implement energy-saving supervision and law enforcement in accordance with laws and regulations.In accordance with the "Energy Conservation Supervision Measures" (National Development and Reform Commission Order No. 33 of 2016), "Fixed Asset Investment Project Energy Conservation Review Measures" (National Development and Reform Commission Order No. 2 of 2023) and other relevant regulations, strengthen cooperation with industry and information technology, Market supervision and other departments coordination and cooperation, coordinate energy conservation supervision, administrative comprehensive law enforcement, market supervision and law enforcement, special equipment supervision and other means, strengthen the supervision and inspection of the implementation of energy-saving regulations and standards by key energy-using units, and carry out special supervision on the implementation of energy-saving review opinions.
(III) carry out third-party energy audit and diagnostic services according to local conditions.All regions should actively adopt a service model that combines government guidance and market leadership, give full play to professional forces such as industry associations, research institutions, and energy-saving service companies, and support and guide key energy-using units to carry out third-party energy audits and energy efficiency diagnostics. Encourage qualified regions to coordinate existing funding channels, and increase support for key energy-using units to carry out third-party energy audits and energy efficiency diagnostics.
(IV) strengthen the construction and operation of energy consumption online monitoring system.Strengthen the construction and operation of the online monitoring system for energy consumption of key energy-consuming units, improve the timeliness and accuracy of data, and strengthen the support and guarantee for energy efficiency diagnosis. Give full play to the advantages of power data of power grid enterprises, actively carry out energy consumption monitoring and analysis based on power data, broaden the sources of energy consumption data, and enrich energy efficiency diagnosis methods.
4. job requirements
(I) strengthen the organization and implementation.The National Development and Reform Commission strengthens the coordination, guidance and tracking of energy efficiency diagnosis of key energy-using units. Provincial-level energy-saving authorities should refine their work measures, increase implementation efforts, organize and implement them in an orderly manner, strengthen coordination and cooperation with local industry and information technology, housing and urban-rural construction, transportation, market supervision, energy and other departments, and fully mobilize industry associations, research institutions, energy-saving service companies and other forces to promote the implementation of energy efficiency diagnosis in key energy-using units.
(II) clear working time limits.By the end of August 2024, all regions will establish energy-saving management files for key energy-consuming units with an annual comprehensive energy consumption of 50000 tons of standard coal and above, and complete the energy efficiency level of the corresponding units and their main energy-consuming equipment. By the end of December 2024, all regions will establish energy-saving management files for key energy-consuming units with an annual comprehensive energy consumption of 10000 tons of standard coal and above, and complete the energy efficiency level of the corresponding units and their main energy-consuming equipment. The energy-saving management files of key energy-consuming units in each region shall be updated dynamically on an annual basis.
(III) strengthen the application of results.In combination with the energy efficiency diagnosis of key energy-using units, each region implements the budget management of fossil energy consumption of key energy-using units, updates the reserve list of energy-saving and carbon-reducing transformation and energy-using equipment renewal projects on a quarterly basis, and integrates relevant projects into the national major construction project library for reserve. The National Development and Reform Commission, together with relevant departments, will strengthen the reserve of energy-saving and carbon-reducing transformation and energy-using equipment renewal projects. In principle, investment in the central budget for energy conservation and carbon reduction (the direction of energy conservation and carbon reduction in key industries and key areas) only supports projects included in the reserve list of energy conservation and carbon reduction renovation and energy-using equipment renewal projects, and gives priority to projects that establish energy conservation management files.
(IV) strict supervision and management.The National Development and Reform Commission analyzes the work of energy-saving management files, energy-saving supervision, energy-efficiency diagnosis, energy-saving and carbon-reducing transformation and energy-using equipment renewal project reserves of key energy-using units in various regions on a quarterly basis, and incorporates the relevant results into the provincial people's government's energy-saving target responsibility Evaluation and assessment.
(V) strengthen publicity and promotion.All regions should regularly carry out energy-saving and carbon-reduction policy interpretation and business training, actively carry out energy-saving and carbon-reduction transformation and energy-using equipment update supply and demand docking, to help key energy-using units to improve the level of energy-saving and carbon-reduction management. For typical cases and advanced practices in energy efficiency diagnosis, energy conservation and carbon reduction transformation, and energy-using equipment renewal, publicity and promotion are carried out through activities such as the National Ecological Day and the National Energy Conservation publicity week.
